Summary This vacancy is for a GS-0201-13, HR Specialist (Performance Mgmt) located in the Department of Homeland Security, U.S. Coast Guard, OFFICE OF CIVILIAN WORKFORCE RELATIONS. Salary and duty location will be determined upon selection. * We are aware that the announcement may be asking for a supplemental applications, please upload your resume to proceed with the questionnaire* Responsibilities You will serve as a HR Specialist (Performance Mgmt) and be responsible for s as a senior specialist managing civilian performance management policies, systems, audits, and reports, as well as the Coast Guard performance awards process.. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as a senior specialist performing a wide variety of highly complex duties and providing continuing technical advice, guidance, and assistance to managers, supervisors, and other specialists related to performance management on issues that have agency-wide impact. Assisting and advising senior managers and supervisors in establishing, maintaining, and monitoring effective performance management programs to plan, monitor, develop, rate, and reward employee performance and services. Providing advice and assistance to managers and supervisors in using the performance management system and in the development of measurable performance goals and standards. Developing solutions, policies or procedures which meet Coast Guard´s needs and supports the accomplishment of its missions. Qualifications To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: 1. Developing and/or revising procedures and guidelines for use by management in delineating their roles and responsibilities in such matters as effective performance management programs to plan, monitor, develop, rate, and reward employee performance and services. 2. Administering the employee appraisal program and ensuring mandatory requirements (e.g. plan issuance, mid-year reviews, and final reviews) are met. 3. Advising senior managers and supervisors in establishing, maintaining, and monitoring effective performance management programs to plan, monitor, develop, rate, and reward employee performance and services. 4. Developing training on performance management program requirements to Human Resources Specialists and Supervisors. 5. Resolving Human Resources problems by applying mastery human resources principles, concepts, regulations, and practices of performance, awards, and recognition specialties. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Your resume must demonstrate that you meet the specialized experience. NOTE: Education can not be substituted for experience at this grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
